Oscar brings 25+ years of experience growing and running large-scale government health programs across various agencies, including the Centers for Medicare and Medicaid Services and the Department of Defense. Before joining Gainwell, Oscar served as the chief executive officer of Magellan Federal, a $300M behavioral and specialty healthcare firm. As CEO, he led a team of more than 2,500 professionals, who serve our men and women in uniform, federal civilian employees and their families.
Oscar serves on the Armed Services Arts Partnership board of directors, which cultivates strong communities for military veterans and their families to thrive through the arts. He also serves on the board of directors for Making Homes Possible, an organization that serves residents in the Washington, D.C., area by providing quality affordable homes, empowering families and strengthening neighborhoods.
He holds an MBA in international business from Georgetown University and a bachelor’s degree in political science from the United States Naval Academy.
